I transmit to the Senate, for its consideration with a view to
ratification, a consular convention between the United States and the
Republic of New Granada, signed in this city on the 4th of this month by
the Secretary of State on the part of the United States, and by Señor
Don Rafael Rivas, chargé d'affaires of New Granada, on the part of that
Republic.
