WASHINGTON, _December 6, 1833_. _To the House of Representatives_: I transmit herewith to the House of Representatives a communication from the War Department, showing the circumstances under which the sum of $5,000, appropriated for subsistence of the Army, was transferred to the service of the medical and hospital department, and which, by the law authorizing the transfer, are required to be laid before Congress during the first week of their session.
