Treasury in interest, would greatly facilitate payments to soldiers and
other creditors of small sums, and would furnish to the people a currency as safe as their own Government. Entertaining these objections to the bill, I feel myself constrained to withhold from it my approval and return it for the further consideration and action of Congress. ABRAHAM LINCOLN. EXECUTIVE MANSION, _July 2, 1862_. _To the Senate of the United States_: I herewith return to your honorable body, in which it originated, an act entitled "An act to provide for additional medical officers of the volunteer service," without my approval. My reason for so doing is that I have approved an act of the same title passed by Congress after the passage of the one first mentioned for the express purpose of correcting errors in and superseding the same, as I am informed.
