condition and needs of the band of Apache Indians now held at Mount
Vernon Barracks and at Governors Island. The reports of General Crook and Lieutenant Howard, which accompany the letter of the Secretary, show that some of these Indians have rendered good service to the Government in the pursuit and capture of the murderous band that followed Natchez and Geronimo. It is a reproach that they should not in our treatment of them be distinguished from the cruel and bloody members of the tribe now confined with them. I earnestly recommend that provision be made by law for locating these Indians upon lands in the Indian Territory. BENJ. HARRISON. EXECUTIVE MANSION, _Washington, January 27, 1890_. _To the Senate of the United States_: I transmit, in reply to the resolution of the Senate of the 8th instant, a report from the Secretary of State, with accompanying documents, in relation to the execution of the acts of Congress approved May 6, 1882, and October 1, 1888, concerning Chinese.
