On questions like the ratification of a treaty, where two-thirds are required for affirmative action, one vote in the negative counts for as much as two in the affirmative. Very truly, T.B. REED. I wish the powers would keep their hands off the Cretan trouble, as they have had a time of it under the Turkish rule. I hope the Cubans will gain their freedom, don't you?
