EXECUTIVE MANSION, WASHINGTON, November 17, 1863.

HON. SECRETARY OF THE TREASURY.

MY DEAR SIR:--I expected to see you here at Cabinet meeting, and to
say something about going to Gettysburg. There will be a train to
take and return us. The time for starting is not yet fixed, but when
it shall be I will notify you.
